SCS SB 1304 -- SPECIAL ALLOCATION FUND
SPONSOR: Griesheimer (Lembke, 85)
COMMITTEE ACTION: Voted "do pass by consent" by the Committee on
Crime Prevention and Public Safety by a vote of 16 to 0.
This substitute allows any district providing emergency services
to be reimbursed from the Special Allocation Fund for at least
50%, but not more than 100%, of the district's tax increment.
FISCAL NOTE: No impact on state funds in FY 2005, FY 2006, and
FY 2007.
PROPONENTS: Supporters say that this funding mechanism for some
emergency districts was created in a bill enacted in 2002, but
was later declared unconstitutional because of a procedural
technicality. Because the framework for this funding mechanism
was already created and in place, the bill is needed to legally
authorize the collection of those funds.
Testifying for the bill were Senator Griesheimer; Fire Service
Alliance; and St. Charles County Ambulance District.
OPPONENTS: There was no opposition voiced to the committee.
